Permissions for New/Under review partner statuses

For some, If the partner's status is New/Under review, he or she does may not have access to the list of leads/adding new leads (to entire tabs) WHY? Because anyone can register from the public link, but not everyone will be admitted by the Tennant. Some of them may want to sign a contract with the new partner first. It is an option to select by the tennant.
